New migration code expected this month

(08-04-08) - The latest report from the Telecoms Adjudicator has said that a new “Migrations Code of Practice” will be released this month.

writes Garnet Roach garnet@consumerchoices.co.uk

The monthly report focuses on local loop unbundling (LLU) statistics and the March figures from the Office of the Telecommunications Adjudicator (OTA) show that there were 4.299 million LLU lines operating in the UK.

LLU has continued to increase in popularity due to the very cheap broadband that it can offer, allowing providers like TalkTalk (www.TalkTalk.co.uk) to offer its revolutionary “free broadband” and Tiscali (www.Tiscali.co.uk) to offer “free line rental”.

However, the new technologies involved in both full LLU - where both the phone and the broadband lines are taken over by an LLU provider, as in the cases of TalkTalk and Tiscali - and partial LLU - where only the broadband is switched to an unbundled line - have caused migrations between one provider and the next have become increasingly complicated.

But the OTA and the Migrations Programme Board have now announced that “a new ‘Migrations Code of Practice’ has been produced and will be launched in April” to make switching easier.

Michael Phillips, BroadbandChoices.co.uk product director, said: “At the moment, anyone tempted by the great deals and cheap broadband offered by full LLU providers could find themselves with some hefty bills - and waiting time without broadband - if they want to switch back to the BT network.

“Hopefully the new Migration Code of Practice will do for LLU what the old migration code did for ADSL switching when MAC codes were made mandatory back in February 2007.”
